Just ran this road today (October 27, 2008) from Scappoose to Pittsburg as part of a longer run. Enjoyed it on my cruiser. Makes a nice connecting road when you are headed out west. The lower portion of the road towards Scappoose is in moderate condition, but the upper part was really good surface. Traffic not bad for a weekday.
